The canonical agent baseline is AGENTS.md at repo root.

For Codex-specific task isolation rules (branch naming, task contract, locks): see .github/AGENTS.md (read alongside root AGENTS.md via directory-walk).

For override policy: ai-tools/ai-rules/HUMAN-OVERRIDE-POLICY.md.

For governance-sensitive PRs, use the ## Governance Approval section in .github/pull_request_template.md and apply the required GitHub approval label from operations/governance/config/governance-approval-policy.json.
